The Challenge

morris memorial gateThe former Kamerunga Scout Camp is located on Stoney Creek, Kamerunga; a suburb of Cairns, Far North Queensland. Although not listed on any statutory heritage register, the site was considered by the Cairns Regional Council and Department of Environment and Heritage Protection to have local heritage values.

The site of the camp was secured by the District Local Association of Boy Scouts in 1954. A hall was built on the site between 1955 and 1958 by the Cairns and District Local Association of Boy Scouts and opened in April 1958. Other features within the site include Akela's Stone, a Rovers' altar, and the Morris Memorial Gate.

In 2008 the Department of Public Works was considering development plans for the former Kamerunga Scout Camp site. The Department of Communities proposed that the site be redeveloped as an 'Outlook Adventure Based Learning Centre'. Some concerns for the heritage values associated with the site were raised by members of the local community in response to these development proposals as development may have required demolition of some of the buildings and other modifications to the site.

The Project

The Department of Public Works commissioned Converge to prepare an archival record of the site prior to any modifications resulting from immediate or future development proposals. In particular, the archival record was to identify and record components which contributed to the heritage significance of the site.

The record was prepared in accordance with the guidelines for archival recording issued by the Department of Environment and Heritage Protection and comprised:

  • A history of the scouting and the site and associated items, structures and people
  • A statement of the cultural heritage significance of the place
  • A location plan and base plans
  • A digital photographic record
  • Interpretation recommendations.

The Outcome

The archival recording is a permanent record of the site's history and physical characteristics. It is available at the John Oxley Library, Brisbane with additional copies held by the Department of Public Works and Cairns Regional Council.
