Cultural Heritage Management Plan Implementation

ARCHAEO staff have been directly involved in the negotiation, facilitation and implementation of in excess of 200 Part 7 Cultural Heritage Management Plans (CHMPs) and ILUAs. Likewise, ARCHAEO have conducted in excess of 2,000 cultural heritage assessment and management programs in Queensland alone.

These agreements and assessments have involved multiple Traditional Owner groups such as the Wangan Jagalingou, Wiri, Port Curtis Coral Coast, Karingbal, Kabi Kabi, Butchulla and Kanolu peoples across some of the largest developments ever seen in Queensland, including Hancock/GVK, Adani Carmichael Coal, Mac Mines, Rio Tinto (Aluminium & Coal), Santos GLNG, Gladstone Ports expansion, Origin APLNG, QGCLNG, and Shell/Arrow LNG.

These programs have seen ARCHAEO staff walking side by side with Traditional Owner representatives on systematic site surveys and associated impact assessments that have incorporated literally thousands of kilometres of transects, and which have resulted in the development and implementation of sophisticated archaeological management and mitigation programs inclusive of extensive archaeological excavations and associated scientific analysis (including dating) of collected samples.

Over and above these technical services ARCHAEO also provides high level strategic and technical advice to Traditional Owner groups and proponents alike, including assisting in the development and negotiation of hundreds of ILUAs, CHMPs & Cultural Heritage Agreements (CHMAs).

Importantly, ARCHAEO also has extensive, 'on the ground' experience in assisting both proponents and Traditional Owner groups in the implementation of their obligations under these agreements, including in relation to employment and OH&S as well as from a cultural perspective.

This experience means that we can provide useful insight into the implementation of CHMP documents commonly encountered in relation to matters such as:

  1. Funding and payment arrangements, including reasonable timing of payments and upfront part payments, administration payments, training support etc.
  2. Timing issues associated with notifications, including responses, provision of budgets, mobilisation etc.
  3. Engagement protocols, dispute processes and "march on" clauses
  4. Cultural awareness training and inductions
  5. Involvement and role of advisors
  6. Role of coordinators, senior field officers and other representatives
  7. Practical issues in relation to cultural heritage assessment and management, inclusive of long term management, scientific analysis, keeping sites on country etc.
